Prosecutors must decide by noon on Monday whether to charge four men held by Minneapolis police in connection with the Nov. 23 wounding of five people protesting the fatal police shooting of an unarmed black man. Minneapolis police, who are working with the FBI, have said they are not seeking any more suspects in the shooting of the protesters, who were demonstrating outside a police station against the fatal shooting on Nov. 15 of Jamar Clark, 24.

Northern Irish abortion laws breach human rights - court
By Ian Graham BELFAST (Reuters) - Northern Ireland's restrictive abortion laws are in breach of human rights by failing to provide exceptions in the case of fatal foetal abnormality and sexual crime, Belfast's High Court found in a landmark ruling on Monday. Unlike other parts of the United Kingdom, abortion is banned in Northern Ireland except only where the life or mental health of the mother is in danger. After four months of deliberation, Judge Mark Horner upheld a challenge by the Northern Ireland Human Rights Commission that the laws breached the European Convention on Human Rights.

Amtrak's plan to build a new two-track tunnel under the Hudson River and revamp its rail infrastructure in the region got a boost earlier this month when the federal government agreed to foot half of the bill. New Jersey and New York are on the hook for the rest, but financial hurdles both states face suggest they could try to tap the plan's private funding option to meet their commitment or get their bi-state transportation authority to do that.
